• Mandatory requirements:
  • The bidder must have a University degree or college diploma in computer science, information technology, engineering, or a related field.

  • The bidder must demonstrate knowledge and experience in IT Operations work, including the operational capabilities and typical challenges of IT Operations
  • The bidder must demonstrate ability to support the full development lifecycle, including participation in continuous integration and continuous deployment (CI/CD) processes, from concept through implementation
  • The bidder must demonstrate experience with scalable and highly available service-oriented architectures
  • The bidder must demonstrate experience in working with Agile methodology

• Location of Work: The Contractor must work on-site five (5) days a week at the Vanier facility at 1625 Vanier Parkway, Ottawa, ON. However, depending on operational requirements, this frequency may be adjusted to accommodate occasional work offsite at an Unclassified to Protected B level on a CSE-issued laptop. Travel is not anticipated as part of this work.

Mandatory requirements:

TBIPS Supply Arrangement Experience
The proposed resource must have a minimum of 10 years’ experience in the last 15 years fulfilling the role of a Programmer / Software Developer in accordance with the TBIPS supply arrangement.

Experience developing using Java, and JavaScript (React) with relational database backend
The proposed resource must have a minimum of five (5) years of demonstrated hands on experience in the last eight (8) years in which they had to develop web-based applications using Java and JavaScript with relational databases as the backend.

Perform UX design activities, including markup and styling (HTML/CSS)
The proposed resource must have a minimum of three (3) years of demonstrated hands on experience in the last eight (8) years producing UX design including markup and styling (HTML/CSS).

Experience developing using an Integrated Development Environment (IDE) preferably Eclipse or IntelliJ as well as experience with code repositories such as Git
The proposed resource must have a minimum of two (2) years of demonstrated hands on experience developing using IDEs preferably with Eclipse or IntelliJ and two (2) years of demonstrated hands on experience developing using code repositories such as Git in the last seven (7) years.

Nice to have:

Experience developing application using Python
The proposed resource should have demonstrated hands on experience using Python and Python applications in the last eight (8) years. One (1) point will be assigned for each six (6) months of such experience to a maximum of seven (7) points.

Experience with build automation tools such as Ivy/Maven/Gradle
The proposed resource should have demonstrated hands on experience in the last four (4) years in which they had built, and managed projects using build automation tools such as Ivy, Maven and/or Gradle. One (1) point will be assigned for each six (6) months of such experience to a maximum of five (5) points.

Experience with working with GraphQL and JSON
The proposed resources should have demonstrated hands on experience working with data formats such as GraphQL and JSON in the last five (5) years. One (1) point will be assigned for each six (6) months of such experience to a maximum of three (3) points

Experience with Agile development methodologies and software documentation platforms such as Gitlab/GitHub and/or Atlassian Confluence
The proposed resource should have demonstrated experience with Agile methodologies including scrum planning and Kanban boards, and with software documentation platforms such as Gilab, Github, and/or Atlassian in the last five (5) years. One (1) point will be assigned for each six (6) months of such experience to a maximum of five (5) points.
